Improving Performance of EU Marine Governance
PERMAGOV

PERMAGOV is a European Horizon Europe project and seeks to improve EU marine governance so that it can better meet the goals and objectives established in the European Green Deal (EGD). The current largely fragmented nature of marine governance needs to evolve toward a more cross-cutting and agile arrangement, one that is in sync with wider developments taking place at sea, at shores and on land. PERMAGOV will achieve that by piloting a novel multi-level governance approach for various regional seas and national waters around Europe. PERMAGOV runs until the end of 2026.

Target areas

Four so-called 'target areas' of key importance to sustainable development have been identified. Each of these target areas comprise two or three case studies which were studied in more detail. For Maritime Transport these case studies comprise 'De-carbonising shipping' (Case study 1) and 'European Maritime Space (EMS)' (Case study 2. Within these case studies the performance of maritime governances will be investigated and discussed with stakeholders. At the end, policy recommendations and e-governance tools will be proposed.

Objectives

Part of the problem with EU marine governance is its disjointed nature, with fragmentation observed between institutions, regulations and sectors. PERMAGOV aims to streamline the implementation of sustainable marine management by focusing on cross-cutting policy priorities in the four target areas, and by analysing within them factors that cause fragmentation.

Apart from 'Maritime Transport', the case studies within the other target areas are as follows:

Role of justASK!

justASK! is assisting the European Shippers' Council (ESC) in this project and takes the role of one of the stakeholders in the target area 'Maritime Shipping'. In this role, justASK! has already set up an online survey examining how the integration of shipping (size 5000 GT+) into the EU Emission Trading Scheme will accelerate or hinder the implementation and performance of EU marine policies (e.g., decarbonizing shipping). We will also now be involved in collecting stakeholder views regarding the future of governance and discussing them during a workshop. Future work will comprise policy recommendations and drafting e-governance tools.
